New Jersey: Vineland Planning Board: Approval to Allow for Medical Marijuana Dispensary

CUMBERLAND COUNTY NOTICE PLEASE TAKE NOTICE that upon the Application of the Columbia Care New Jersey, LLC ("Applicant"), the City of Vineland Planning Board will conduct a public hearing on Wednesday, July 10, 2019, commencing at 6:30 P.M. (preceded by a pre-meeting conference commencing at 6:00 P.M. in the Second Floor Council Caucus Room) in the City Council Chambers located on the Second Floor of City Hall, City of Vineland Municipal Building, 640 East Wood Street, Vineland, New Jersey 08362, to consider the Applicant's request for Conditional Use Approval, Preliminary Major Site Plan Approval, Final Major Site Plan Approval and Bulk Variance Approval to allow for the development of the Vineland Medical Marijuana Dispensary, a medical marijuanaalternative treatment center dispensary facility on 1.45 +/- acres of land located in a B-3 Business Zone, at 1062 N. Delsea Drive (N.J.S.H. Route 47) in the City of Vineland, Cumberland County and more particularly known as Block 2104, Lot 77 on the Official City of Vineland Tax Maps ("Property"). Specifically, the proposed development involves the adaptive re-use of an existing 4,167 +/- square foot structure as a medical marijuana alternative treatment center dispensary facility, along with its related site improvements that include but are not limited to a parking lot reconfiguration, the installation of a septic system and landscaping. Conditional Use Approval is required since the medical marijuana alternative treatment center dispensary facility proposed by the Applicant is permitted as a conditional use in the B-3 Business Zone. In addition to Conditional Use Approval, Preliminary Major Site Plan Approval and Final Major Site Plan Approval, Applicant is requesting that the Planning Board grant Bulk Variance Approval to allow for: (i) side yard buffers of 10.2 +/- feet in width, where Ordinance Section 425-382 requires a minimum buffer width of twenty-five (25) feet; (ii) a front yard buffer of 10 feet, where Ordinance Section 425-382 requires a minimum buffer width of thirty (30) feet; and (iii) the proposed dispensary to be located eight tenths (0.8) of a mile from the historic center of the City of Vineland, where Ordinance Section 425-383 requires medical marijuanaalternative treatment centers to be located a minimum of one (1) mile from the historic center of the City of Vineland. At the same time, Applicant will request that the Planning Board grant any and all approvals, design waivers, submission waivers, variances, interpretations and/or other relief necessary to allow for Applicant's proposed development of the Property. At the public hearing, you may appear individually or by counsel and express your opinions either for or against this Application. Copies of the Application, plans, correspondence and supporting documentation are on file with the City of Vineland Planning Board Secretary, in the Office of the City of Vineland Planning Board and in the City of Vineland Planning Division Office, and are available for public inspection and public review during normal business hours in City Hall, City of Vineland Municipal Building, 640 East Wood Street, Vineland, New Jersey 08362.
